Employees may have or will soon receive health insurance notifications from the NYS Department of Civil Service. The two separate notifications regarding COBRA and Patient Protection & Affordable Act (PPACA) related tax documents are "for your information." To help clarify their purpose, click here for an important message from Human Resources.
TIAA is proud to provide individual financial advice and guidance for Binghamton employees at no additional cost. In addition to on-campus individual counseling and advice sessions, Alicia S. Brady, your TIAA Financial Consultant, will also be hosting a Help Desk on specific days. The TIAA Help Desk will be able to:
- Schedule appointments
- Assist in completing Salary Reduction Agreement Forms
- Answer general questions
There is a Help Desk scheduled for March 11, from 10 am -1 pm in Academic Building A, Room 202, and no appointment is required. Please note that no individual counseling or investment advice will be provided at the Help Desk.
Effective 4/30/16, the NYPERL long-term care contract with MedAmerica Insurance Co. expires. Once a new vendor is selected and a contract is executed, new employees hired on or after May 1, 2016 will be given the opportunity to elect NYPERL coverage. New information will be provided as soon as it is available.
Current NYPERL enrollees will continue to be covered by MedAmerica as long as they do not stop paying their insurance premiums. However, automated payroll deductions will end at some point after May 1, 2016 for those enrollees who pay their premium via payroll deduction. Any new enrollee who signs up for coverage between March 1, 2016 and April 30, 2016, will not be able to elect payroll deduction as their payment method. MedAmerica will provide enrollees with alternate payment options when payroll deductions end.
Employees must read this if you are enrolled in a family NYSHIP health insurance plan (including GSEU-SEHP) through Binghamton University.
The New York State Department of Civil Service Employee Benefits Division is conducting a Dependent Eligibility Verification Audit (DEVA). The contracted company who will contact enrollees is Health Management Systems, Inc. (HMS).
Family health plan enrollees will receive dependent audit instructions directly from HMS. During the period of July 5 to August 19, 2016, you will be required to submit documentation verifying the eligibility of each of your dependents covered under the NYSHIP plan as of January 1, 2016. Failure to provide sufficient proof of eligibility in a timely manner will result in the retroactive removal of the dependent back to January 1, 2016.
If you successfully verified your dependent CHILD during the 2009 audit, you will not be required to provide proof for them again.
Initial notices were mailed to enrollees’ homes in December 2015. Additional notices with detailed instructions will be mailed directly to your home in early summer. Please watch for these notices and be prepared to respond in a timely fashion. Samples of enrollee communications and detailed information can be found on the NYSHIP website under the “Current Topics” section.

10-20-2016 Flex Spend DCAA Employer Contribution Available for 2017

The PEP program is available for eligible employees of CSEA, PEF, UUP and M/C for 2017. Eligible employees should receive their memo with enrollment form via campus mail this week.
The program allows eligible employees to exchange previously accrued annual leave and/or personal leave in return for a bi-weekly credit to reduce your share of the NY State Health Insurance Program (NYSHIP) premium.
PEP enrollment period for eligible employees will be November 1 through December 2, 2016. Enrollment forms should be returned by December 2 to the Human Resources office in AD 244.

The Annual Option Transfer period for employees who wish to make changes to their health insurance plan is Monday, November 14 through Friday, December 16, 2016. Change forms must be received in the Human Resources Office, AD 244, or postmarked by the close of business, Friday, December 16, 2016.
No action is required if you are not making any changes to your health insurance plan for 2017.
11-29-16 Required Annual Compliance Training
Human Resources reminds employees enrolled in the health care or dependent care FSA plan you have until Dec. 31, 2016 to utilize the funds in your account. Any balance remaining after Dec. 31 will be forfeited. Participants have until March 31, 2017 to submit eligible expenses for the 2016 plan year.
