Almost everyone knows someone who has had cancer. The American Cancer Society (ACS) is partnering with the NYS Governor's Office of Employee Relations, PEF, and CSEA to provide an opportunity for state employees to contribute to cancer research. The ACS is recruiting people from select areas across the country to participate in a cancer prevention study (CPS-3). From this research study, the American Cancer Society will track the habits and lifestyle behaviors of 300,000 Americans nationwide in an effort to identify risk factors for cancer.

The enrollment process involves two steps:
After an employee enrolls, the ACS will continue to mail follow-up surveys to participants every two years for the next 20 to 30 years to update their information. CPS-3 is not a clinical study, so participants will not receive individual blood test results. If individuals have specific concerns, they should consult their doctor. The ACS will send annual newsletters to update individuals about ongoing research in the Cancer Prevention Studies. All personal information and any individual results of blood analyses that may be performed will be kept strictly confidential by the ACS research staff. There is no direct cost to participate, nor any monetary compensation provided for participation. NYS employees are encouraged to participate on their own time.

As a reminder, please pay close attention to the timesheet submission deadlines. Reminders of early payroll deadlines are shared widely via the Smart-Form listserv. To be added to the listserv, please contact Jon Roma. As a continued effort to reduce paper usage and to avoid overpayments, faxes of or emails containing timesheets will only be accepted on a situational basis with prior payroll approval.

Effective July 1st, all Human Resource transactions will be processed through the new HR forms. The link to the forms will be live on the HR web site on July 1st. It is important to note that during the time frame surrounding July 1st there will be some "overlap" between Oracle and the new HR Forms.
In addition, until the Business Intelligence system and the HR data are merged, all HR reports will be requested through Human Resources. More details and the link to request an HR reports can be found on the HR Master and Coordinators web page. As a courtesy, Human Resources will be providing each division an "Employee View" report of all of their employees in the first week in July.
As the result of the 2011-2016 collective bargaining agreement between the UUP and the State, the New York State Health Insurance Program (NYSHIP) premium contribution sharing arrangement, along with other related health insurance benefits, will change effective September 1, 2013 for eligible UUP-represented employees.

Recent communication regarding the UUP PEP program incorrectly reported the bi-weekly credit that would appear in participants' paychecks. The correct bi-weekly amount, regardless of your salary, will be $27.78 for 9 pay checks (instead of $19.23 for 13 pay checks).
Human Resources regrets any inconvenience caused by the error. Eligible employees who have already mailed in their PEP enrollment form do NOT need to resubmit their information.

Effective 9/1/2013, NYSHIP will offer a program allowing eligible employees to opt out of their NYSHIP health coverage in exchange for an annual incentive payment. FSA enrollment allows benefit-eligible employees to set aside pre-tax dollars and is comprised of two benefits -- the Health Care Spending Account (HCSAccount) and the Dependent Care Advantage Account (DCAAcount). Eligible employees may choose to enroll in one or both accounts.
The 2014 open enrollment campaign for the Flexible Spending Account (FSA) will be Monday, September 30 to Friday, November 8, 2013. THE ENROLLMENT DEADLINE IS STRICTLY ENFORCED. The "use it or lose it" rule applies to FSA's meaning employees forfeit any remaining account balance not used by December 31st.
Even if you are currently enrolled in the 2013 FSA plan, you must enroll for 2014 if you wish to continue the benefit. Enrollment for 2014 will begin Monday, September 30. You will need your NYS EMPL-ID number, located on your pay stub, to complete your application.
