At Binghamton University, our goals are ambitious.  To remain and grow as a top public institution, we must protect our resources, honor the public trust, and ensure that every action we take advances our shared mission.  Compliance practices are the foundation for delivering on the promise of higher education in an equitable and transparent manner.

As employees of a New York State agency, we are obligated under the New York State Governmental Accountability, Audit and Internal Control Act of 1987 to maintain a strong system of internal controls.  These controls are more than regulatory requirements; they are practical tools that help us operate with integrity, efficiency and effectiveness.  They ensure our work reflects the values we champion: student success, academic and creative excellence, vibrant research, inclusive community, sustainability and meaningful partnerships.

Good internal controls show up constantly in our daily tasks: timely performance evaluations, annual equipment inventories, monthly account reviews, separation of duties, pre-approval of purchases and travel, secure system access, policy updates and employee training.  These practices—simple, steady and intentional—strengthen the fabric of our university.

Every unit shares responsibility for building and maintaining strong controls, and the Internal Control office supports this work through training, guidance and periodic internal control reviews.  If your department is selected for a review, your partnership helps ensure accurate reporting and continuous improvement across the institution.

What You Can Do

  • Know and follow our Internal Control Policy and Program.
  • Adhere to campus policies, procedures and job-specific requirements.
  • Complete assigned compliance trainings promptly.
  • Participate fully in internal control reviews or risk assessments.
  • Communicate concerns, ask questions and offer solutions.
  • Use University resources only for mission-related purposes.

If You Suspect a Problem

 Misuse of funds, equipment, or authority - intentional or accidental - is a serious matter.  If you see something unusual or concerning, report it.  Our compliance hotline (607-777-5049) offers a safe avenue for raising concerns.
