Civil Service Notice: For enrollees who receive quarterly Medicare reimbursement checks, please be advised that Civil Service has changed the timing of the check issuance. These checks will be sent after the last Thursday in the months of November, February, May and August.

New Empire Plan Benefit Cards for July 1, 2023
To comply with federal law, new Empire Plan benefit cards will be issued to you and your covered dependents in advance of the July 1, 2023 changes. Please be sure to use the new card and securely destroy the old one. If you have questions about your Empire Plan benefit card, contact the Employee Benefits Division by calling 1-800-833-4344 or (518) 457-5754.

July 1, 2023 Empire Plan Benefit Changes
The terms of a collective bargaining agreement between New York State and State employee unions have been administratively extended to retirees and vestees of New York State and their enrolled dependents. This will result in Empire Plan benefit and rate changes, effective July 1, 2023.
The May 2023 Empire Plan Special Report explains the new benefits and the Special Option Transfer Period (June 1-30, 2023). The Special Report will be mailed to enrollee homes in May and you may access it online using the link above. More detailed information about the Special Option Transfer Period is explained in the NYSHIP July 1, 2023 Rate Changes flyer, which will be mailed in May to enrollees who live in New York only.
