Phil Samples is the owner and operator of Samples Professional Healthcare Consulting and recently retired as executive vice president for Innovation Associates, where he led daily operations and business relations across a wide spectrum of pharmacy operations from key retail operations, major medical centers and government operations across the globe. He brings with him over 40 years of pharmacy management, clinical pharmacy and pharmacy benefits management experience in the federal government and retail pharmacy sectors.

Prior to Innovation, Samples was vice president, federal military for Truven Health Analytics. In this role, he managed business relations with the Department of Veterans Affairs, Department of Defense and other federal agencies to ensure that Truven Health solutions were optimally responsive to clinician, patient and management information needs.

Samples served for 27 years in the United States Air Force (USAF), retiring with the rank of colonel. He served as the 10th pharmacy consultant for the USAF, senior advisor to the USAF Surgeon General and as a medical group commander for hospitals within the U.S. and in the deployed environment. Samples was also lead coordinator for oversight and planning for Lean and Six Sigma initiatives. During his last assignment, he served as deputy command surgeon for the Air Force Materiel Command, where he led all clinical oversight, strategic planning and training of more than 6,300 medical personnel for the day-to-day delivery of healthcare in nine medical treatment facilities (MTFs).

Samples holds a doctor of pharmacy degree and a bachelor's degree in pharmacy from the University of Georgia. He also holds master's degrees in strategic studies (International Security and Warfighting Operations) and military operational art from Air University, a major component of the USAF Air Education and Training Command.
