The Title IX Office is located in the Couper Administration Building 217.

Andrew Baker joined Binghamton University in November of 2015 as the Title IX Coordinator.  In this role he has responsibility for coordinating cross-divisional efforts to comply with Title IX of the Educational Amendments of 1972, the Violence Against Women Act (VAWA) and New York State Education Law Article 129-B (Enough is Enough.)  Baker holds a B.S. in Elementary Education from SUNY Oneonta, an M.S. in Educational Administration and Policy Studies from the University at Albany and a Ph.D. in Higher Education from the University at Buffalo.  Prior to joining Binghamton, he has held positions in Residential Life and Student Conduct at SUNY Delhi, SUNY Geneseo, and Finger Lakes Community College.  Any individual may contact Andrew directly to report incidents, request trainings, consult, or report non-compliance with the above laws.


Katy Perry began serving as the Deputy Title IX coordinator for Binghamton University in November 2022. In this role, she is responsible for community engagement, presentations and education, as well as meeting with and providing outreach to members of the campus community regarding reports of dating violence, domestic violence, stalking, and sexual assault. The Deputy Title IX Coordinator also holds regular office hours at the VARCC and supports University compliance with Title IX, the Violence Against Women Act (Clery), Enough is Enough (NYS 129-B) and the NCAA.

Prior to this position, Perry served in various roles in Residential Life at Binghamton University, SUNY College of Environmental Science and Forestry and SUNY Canton. She holds a Master in Educational Organization and Leadership from St. Lawrence University, and a Bachelor's degree in Psychology from Le Moyne College. She is currently pursuing a Doctorate in Community Research and Action from Binghamton University through the College of Community and Public Affairs. She joins the Risk Management and Administrative Compliance team at Binghamton University to support an environment that is free from sexual harassment, sexual violence and discrimination.
