Annex 3 - Emergency Support Functions

ESF #1 Transportation        Primary Department        Supporting Departments
  Transportation and Parking Services (TAPS) Office of Emergency Management (OEM), Physical Facilities, University Police, Parking Services, Off Campus College (OCC)

ESF #1 Description/Scope:

  • Processing and overall coordination of requests for transportation;
  • Operating transportation services and providing visibility of transportation assets into and out of the disaster area;
  • Assessing the damage to the transportation infrastructure, analyzing the effects of the disaster on the regional and national transportation system, monitoring the accessibility of transportation capacity and congestion in the transportation system and implementing management controls as required;
  • Identifying temporary alternative transportation solutions that can be implemented by others when systems or infrastructure are damaged, unavailable or overwhelmed;
  • Coordinating the restoration and recovery of the transportation system and infrastructure; and
  • Coordinating and supporting prevention, preparedness, response, recovery and mitigation activities among transportation stakeholders within the authorities and resource limitation of ESF #1 departments.
  • ESF #1 is not responsible for the movement of people, goods, equipment or animals.
ESF #2 Communication        Primary Department        Supporting Departments       
  Emergency Management Telecommunications, Physical Facilities, Information Technology Services, University Police

ESF #2 Description/Scope:

  • Communications interoperability among field response units;
  • Primary and back-up communications systems;
  • Communications to and from the Emergency Operations Centers (EOC); 
  • Sources for communications augmentation such as amateur radio;
  • Other communications systems to support emergency operations.
ESF #3 Public Works and Engineering Primary Department        Supporting Departments       
  Physical Facilities Incident Management Team, Purchasing Office

ESF #3 Description / Scope:

  • Provides technical assistance to include engineering expertise, construction management, and contracting;
  • Provides emergency repair of damaged public infrastructure and critical facilities;
  • Conducting pre-incident and post-incident assessments of public works and infrastructure;
  • Executing emergency contract support for life-saving and life-sustaining services.
ESF #4 Firefighting        Primary Department        Supporting Departments       
  Environmental Health and Safety Emergency Management, Emergency Response Team, Vestal Fire Department

ESF #4 Description / Scope:

  • Manages fire safety, prevention and education programs;
  • Responsible for the testing and inspection of fire protection systems;
  • Enforces New York state fire and building codes;
  • Manages and coordinates firefighting activities, including the detection and suppression of fires on University land.
ESF #5 Emergency Management        Primary Department        Supporting Departments

ESF #5 Description / Scope:

  • Responsible for identifying resources for alert, activation and subsequent deployment for quick and effective response to incidents;
  • Responsible for incident action planning, coordination of operations, logistics management, and direction and control during an incident;
  • Uses mitigation and preparedness planning, as well as rapid coordination of first response efforts to affectively lower the impact of an incident on University property;
  • Coordinates University departments during an incident in an effort to minimize any interruption to essential university functions.
ESF # 6 Mass Care, Emergency Assistance, Housing, and Human Service   Primary Department  Supporting Departments       
  Incident Management Team (IMT) Office of Emergency Management (OEM), University Police, Environmental Health and Safety, Harpur's Ferry, University Counseling Center, Employee Assistance Program (EAP), Residential Life, Division of Student Affairs

ESF #6 Description/Scope:

  • Mass Care: Includes sheltering, feeding operations, emergency first aid, bulk distribution of emergency items, and collecting and providing information on victims to family members;
  • Emergency Assistance: Assistance required by individuals, families and their communities to ensure that immediate needs beyond the scope of the traditional "mass care" services. This includes support to evacuation, provisions of aid and services to special needs populations, reunification of families and sheltering for evacuees;
  • Housing: Temporary student housing may be provided for students who lose their long-term housing arrangements because of fire, flood or other natural/human-made disaster;
  • Human Services: Includes the implementation of disaster assistance programs to help disaster victims recover their non-housing losses. This includes crisis counseling and support and services for special needs populations, as well as aid for students and staff who loses physical property in a disaster.(i.e. a student who loses a laptop in a house fire may receive a loaned laptop so he/she can continue his/her academic studies)
ESF #7 Logistics Management and Resource Support        Primary Department        Supporting Departments       
  Incident Management Team Emergency Management, Physical Facilities

ESF #7 Description / Scope:

  • Responsible for establishing a framework for the integration of internal and external logistics partners through increased collaboration in the planning, sourcing, acquisition, and utilization of resources during an emergency;
  • Coordinates public- and private-sector partners in an effort to effectively secure necessary resources;
ESF #8 Public Health and Medical Services        Primary Department        Supporting Departments       
  Health Services Harpur's Ferry, Emergency Management, Environmental Health and Safety, Incident Management Team

ESF #8 Description / Scope:

  • Responsible for the assessment of public health/medical needs;
  • Responsible for the acquisition of health/medical supplies needed to provide that care;
  • Responsible for patient care/evacuation.
ESF #9 Search and Rescue        Primary Department        Supporting Departments       
  Emergency Response Team        Emergency Management, University Police, Environmental Health and Safety, Vestal Fire Department

ESF #9 Description / Scope:

  • Responsible for all natural and manmade disasters and catastrophic incidents as well as other incidents that require rescuing;
  • The University Emergency Response Team (ERT) is responsible for all technical rescues;
  • Search and Rescue (SAR) services include distress monitoring, incident communications, locating distressed personnel, coordination, and execution of rescue operations including extrication and/or evacuation.
ESF #10 Oil and Hazardous Materials Response        Primary Department        Supporting Departments       
  Environmental Health and Safety        Emergency Response Team, Broome County HazMat, Vestal Fire Department, Physical Facilities

ESF #10 Description/Scope:

  • Responsible for the appropriate actions to prepare for, respond to and recover from a threat to public health, welfare or the environment caused by the actual or potential oil and hazardous materials incidents.
  • Appropriate general actions can include, but are not limited to: actions to prevent, minimize, or mitigate a release of hazardous materials; efforts to detect and assess the extent of contamination (including sampling and analysis and environmental monitoring); actions to stabilize the release and prevent the spread of contamination; analysis of options for environmental cleanup and waste disposal of oil and hazardous materials.
  • Specific examples of these actions include: sampling a drinking water supply to determine if there has been intentional contamination; stabilizing the release through the use of berms, dikes or impoundments; use of appropriate resources to contain or retard the spread of the release or mitigate its effects.
ESF #11 Agriculture and Natural Resources        Primary Department        Supporting Departments       
  Friends of the Nature Preserve        Physical Facilities, Environmental Health and Safety, Committee for the University Environment (CUE)

ESF #11 Description/Scope:

  • Responsible for protecting University natural resources;
  • The university has a wide range of natural land and resources within its boundaries. It is this Emergency Support Function's responsibility to ensure the protection and continuation of the thriving ecosystem that exists on University land.
ESF #12 Energy        Primary Department        Supporting Departments       
  Physical Facilities NYSEG, Incident Management Team       

ESF #12 Description / Scope:

  • Responsible for collecting, evaluating, and sharing information on energy system damages and estimations on the impact of energy system outages within the affected areas;
  • Responsible for facilitating the restoration of energy systems when energy is lost to all or part of the University;
  • The term "energy" includes producing, refining, transporting, generating, transmitting, conserving, building, distributing, maintaining and controlling energy systems and system components. All energy systems are considered critical infrastructure.
ESF #13 Public Safety and Security        Primary Department        Supporting Departments       
  University Police Emergency Management, Physical Facilities, Telecommunications

ESF #13 Description / Scope:

  • Responsible for the safety and security of University students, faculty, and staff while on University property;
  • The capabilities provided by ESF #13 include, but are not limited to: force and critical infrastructure protection, security planning and technical assistance, technology support, and general law enforcement assistance in both pre-incident and post-incident situations;
  • Examples include: 24 hour-a-day police presence and patrol of University property, the use of security cameras and card access points on all residential buildings, the use of blue-light safety phones, and the funneling of all late night traffic through a single main entrance gate.
ESF #14 Long-Term Community Recovery        Primary Department        Supporting Departments

ESF #14 Description / Scope:

  • Emergency Support Function #14 may be activated for incidents that require a coordinated response to address significant long-term impacts (e.g. impacts to housing, academic facilities and/or administration buildings) to foster sustainable recovery;
  • This ESF will vary largely depending on the magnitude and type of the incident at hand.
ESF #15 External Affairs        Primary Department        Supporting Departments        
  University Administration Communications and Marketing, Incident Management Team

ESF #15 Description / Scope:

  • Emergency Support Function #15 details the establishment of support positions to coordinate communications to various audiences including local, state and federal agencies as well as public news outlets;
  • University agencies are responsible for integrating public affairs, community affairs and the private sector under this support function;
  • Another component of ESF #15 is the establishment of the Joint Information Center (JIC) during an incident. This ensures the coordinated release of information from a single point within the UUniversity.
