David J. Hubeny, MPA, CEM

Executive Director, Office of Emergency Mangement, Binghamton University

Dave Hubeny is the Executive Director for the Office of Emergency Management at Binghamton University and, in this role, provides leadership and strategic guidance on emergency management and public safety issues. He has worked in the emergency services field for over 30 years and has a master’s degree in public administration and is a Certified Emergency Manager.

Dave created the first emergency management program within the State University of New York and has supported the development of programs at other institutes of higher education.  As an emergency manager, Dave has successfully managed a wide range of incidents including regional flooding, shelter management, utility failures, weather emergencies, pandemic response, and a wide range of other incidents.  He has organized and run exercises for Binghamton University as well as other higher education institutions. Incident Action Plans (IAPs), emergency plans and other related documents written by Dave have been adapted for use at other colleges and universities across the country.

Dave served as the national chairperson for the International Association of Emergency Managers (IAEM) Universities and Colleges Caucus, an organization representing emergency management issues impacting college and university campuses and providing emergency managers a voice on a national and international scale. Additionally, Dave is an adjunct instructor at Binghamton University, having taught classes in the School of Nursing, Master of Public Administration, and Master of Public Health programs.

Dave resides in Endicott, New York with his wife Heather.  Their three adult children lead successful lives in Washington, DC, Austin, TX, and New York, NY.
