Emergency Support Planning Manager, State University of New York System Admininstration

Efrain Melendez is the Emergency Support Planning Manager in the Office of Environmental Health and Safety & Emergency Management for SUNY Administration. He assumed this post in August 2023. He is responsible for providing support across the SUNY system. Efrain works with all campuses to assist and support the development and evaluation of emergency planning and response programs, provide resources for training, and aid in liaising with our state agency partners.

Efrain comes to SUNY as a graduate from Elmira College with a Master of Science degree in Emergency Preparedness – Disaster Management, and over 17 years of experience focusing on security, emergency management, exercise design and analysis, as well as business continuity efforts throughout his professional career. Efrain is a veteran, having served 23 years in the United States Army Medical Department on both active duty and reserve duty status.
