Update of NIH Late Application Submission Policy and End of Continuous Submission

Continuous Submission applications will be accepted through August 10, 2026 for assignment to January 2027 Council.  After that date, the Continuous Submission Policy will be ending.  The updated Late Application Submission Policy is effective for due dates on or after May 25, 2026.  To be considered under the late policy, you must submit your application within two (2) calendar weeks of the original due date if you have met the allowable criteria. 

Basic Experimental Studies in Humans (BESH) Will No Longer Be Considered Clinical Trials by the NIH

For applications submitted to due dates on or after May 25, 2026, BESH will no longer be considered clinical trials by the NIH.  Learn how to determine whether your project is a clinical trial, basic experimental study involving humans (BESH), or an observational study involving humans.

NIH Research Security Training Requirement

Additionally, NIH will require that all senior/key personnel on an application certify they have completed research security training within 12 months of the date of application submission.  This certification will be done via the Biographical Sketches completed by senior/key personnel in SciENcv.  This requirement will be effective for all applications submitted for due dates on or after May 25, 2026.

NSF Research Security Training requirement - effective December 2, 2025

NSF PAPPG 24-1 continues to be in effect for all NSF proposals.

NSF is deferring release of the 26-1 version of the PAPPG (Proposal and Award Policies and Procedures Guide.)  Policy revisions will be issued via supplemental Policy Notices.  The information set out in the notices will take precedence over existing policies and procedures in the PAPPG 24-1.
