NOTE: This is only a request for registration,  the request requires processing before you can access PACS.  Once your request is processed you will receive a second e-mail stating your account has been created and you can now access the system.  This process is only available Monday through Friday from 8:00 a.m. to 5:00 p.m; therefore, if you are registering on the weekend, your registration will not be complete until the next business day.

 

Please note that COEUS is no longer active for IRB submissions.

Submission Instructions

 
EDUCATION

You must first complete an appropriate training to conduct research with human subjects. More information about human subjects research training can be found here: http://binghamton.edu/research/compliance/humansubjects/educational_requirements.html

 
CONTINUING REVIEWS/MODIFICATIONS/STUDY CLOSURE

If your study Does Not exist in PACS:

Once logged in, select "Create New Study".  In the "Brief Description" area, enter your study protocol number and the date it was initially approved.  Please upload those documents currently in use (i.e., Informed Consent, Recruitment Materials, Surveys, etc.) where prompted.  You do not need to complete a new Protocol narrative. The IRB will approve the study within PACS, which will give you access to submit Modifications/Continuing Reviews.  Refer to the PACS Training Material below.

If your study Does exist in PACS:

Log into PACS and locate your study.  Instructions for Continuing Review/Modification/Study Closure can be found below.

Protocol Narrative: For all studies, except secondary data research. For secondary data research, please submit "Existing Data Application" form.

Informed Consent: For all studies, except secondary data research.

  • If you are recruiting participants who are under 18 years old, you need to obtain parental permission and assent from minors.

Recruitment materials: Any recruitment materials to recruit potential participants (e.g., emails, verbal script, flyers, posters).

Study materials: Questionnaires, surveys, interview questions, stimuli/apparatus, etc.

Faculty Statement from the faculty advisor if the principal investigator is a student.

Letter of Agreement if conducting a research at or in collaboration with an institution/agency/organization or in a classroom.

Any other documents relevant to your research.

  

Estimated Review Timeline

Exempt research: You will receive a response within 2-3 business days after the submission of your initial IRB application and 1-2 business days from receipt of any subsequent requests for revisions and/or documents. Time from initial receipt to final approval is dependent on the response time of the investigator to submit the requested revisions and documents. Once all the requested revisions and documents are received and accepted, the approval letter will be sent within 2 business days.

Expedited research: You will receive a response within 3-5 business days after the submission of your initial IRB application and 2-3 business days from receipt of any subsequent requests for revisions and/or documents. Time from receipt to final approval is dependent on the response time of the investigator to submit the requested revisions and documents. Once all the requested revisions and documents are received and accepted, the approval letter will be sent within 2 business days.

Full Board research: Reviewed at a convened full board meeting which occur monthly September-December and February-June. A determination letter (revisions request or approval) will be sent 1-2 business days after the convened meeting.

Modification: You will receive a response within 1-5 business days after the submission of your initial IRB application and 1-3 business days from receipt of any subsequent requests for revisions and/or documents. Time from receipt to final approval is dependent on the response time of the investigator to submit the requested revisions and documents. Once all the requested revisions and documents are received and accepted, the approval letter will be sent within 2 business days.

Annual Reviews: You will receive a response within 3-5 business days after the submission of your initial IRB application and 2-3 business days from receipt of any subsequent requests for revisions and/or documents. Time from receipt to final approval is dependent on the response time of the investigator to submit the requested revisions and documents. Once all the requested revisions and documents are received and accepted, the approval letter will be sent within 2 business days. *Note. This review timeline is for expedited and full boards that received expedited continuing reviews

 

*International research may take longer to review as consultation from an expert is sought to gain sufficient knowledge of the local research context.
